You have to pay non-resident tuition
in the first year, no matter
wherever state you want to go, even
though you are US citizen. If you
have lived in, for instance,
California for several years, you
are a resident in California, you
pay resident tuition accordingly.
There is much difference between
non-resident and resident tuition. I
hope, you understand that all states
in US are politically independent
entities. If you have lived in
California for some years and moved
to another state, say Texas, you
have to pay the non-resident tuition
in the first year, even if you are
US citizen. That’s America.
